Our Mission

Addressing Colorado's Housing Crisis with Innovation

Colorado faces a severe shortage of 106,000 to 180,000 affordable rental units. Romeo Foundation creates permanent affordable housing through strategic acquisitions, modular construction, and renewable energy integration — enabling housing stability and economic advancement for families earning 30–100% of Area Median Income.

Government-Backed Security

Section 8 vouchers provide guaranteed rental income with 95%+ occupancy rates and inflation-adjusted payments.

Sustainable Development

Solar-wind hybrid energy systems generate 128% of household demand, reducing utility costs by $1,400 annually.

Community Empowerment

Financial literacy programs, scholarship funds, and pathways to homeownership transform lives beyond housing.

Modular Innovation

Factory-built construction reduces timelines 30–50% and costs 20–25% while exceeding HUD quality standards.

Our Approach

A Transformative Housing Model

Four integrated pillars work together to create communities that are financially sustainable, environmentally responsible, and socially transformative.

Section 8 Housing

Government-backed rental income through HUD vouchers. Fair Market Rents paid directly by Public Housing Authorities ensure 95%+ occupancy.

Modular Construction

Factory-built homes delivered pre-finished with electrical, plumbing, HVAC, and appliances. 30–50% faster deployment at 20–25% cost savings.

Renewable Energy

Solar-wind hybrid systems generate 13,709 kWh/year per unit — 128% of household demand — with surplus exported to the grid for revenue.

Community Wealth

Financial literacy programs, college scholarships funded by energy surplus, and pathways to homeownership build generational prosperity.

Community Model

Whole Communities, Built to Scale

Each Romeo community is master-planned to balance density, dignity, and shared services — designed as a complete neighborhood, not just a housing complex.

40–80 Acres per Site

Each master-planned community sits on a 40 to 80 acre footprint, large enough for housing, services, and green infrastructure.

100–220 Homes

Each community delivers between 100 and 220 modular homes for working families earning 30–100% AMI.

~1/4-Acre Lots

Roughly quarter-acre lots give every family yard space, light, and air — far beyond typical multi-family standards.

One 3-Acre Center

A central 3-acre recreation and service hub anchors every community — the social and operational heart.

20+ Offices

On-site office suites for case managers, partner nonprofits, healthcare, and small-business tenants serving residents.

10+ Flex Spaces

Multipurpose flex spaces for classes, training, events, pop-up clinics, and community-led programs.

Funding Strategy

Capital Stack & Financial Sustainability

Romeo builds long-term financial sustainability through a diversified, mission-aligned capital stack. We pursue funding across five complementary categories, each chosen to match a specific component of our community-development model.

Federal Housing & Community Development

HUD programs (HOME, CDBG, Section 4 Capacity Building, Choice Neighborhoods), HUD Housing Counseling, USDA Rural Development (Section 502/504/515/523), and federal energy programs supporting affordable, self-sufficient communities.

State & Local Public Funding

Colorado Division of Housing, Department of Local Affairs, the Denver Department of Housing Stability (HOST), and county/municipal partners aligned with statewide affordable-housing goals.

Philanthropic & Foundation Partners

National and regional foundations supporting affordable housing, family stability, disability inclusion, racial equity, and community-serving infrastructure.

Mission-Aligned CDFI & Bank Capital

Community Development Financial Institutions and CRA-motivated lenders providing predevelopment, acquisition, and construction capital alongside grant-funded equity.

Renewable Energy & Infrastructure Incentives

Federal and state programs that underwrite the on-site renewable energy, energy-efficiency, and community-resilience features integrated into every Romeo community.

Every Romeo community is engineered to layer these sources so that public, philanthropic, and mission-driven private capital each fund the work they are best suited to fund.

Green & Self-Sufficient

Built for Resilience

Renewable energy is integrated into every community from day one — lowering utility burdens for residents, hardening the community against grid disruptions, and producing surplus revenue that funds resident programs.

Renewable Energy Integration

Solar-wind hybrid systems are standard, not optional, on every Romeo community.

Lower Utility Burden

Residents save approximately $1,400/year in utility costs, freeing income for savings and stability.

Resilience

On-site generation and storage protect families during outages, heat waves, and grid stress events.

Accessibility & Dignity

Designed Around the People Who Live There

Every choice — from lot size to door width to rent structure — protects family stability and treats residents with dignity.

Family-Centered

Communities are designed for families, with space for children to play and elders to stay close by.

Accessibility-Conscious Design

Universal design principles are baked into homes and shared spaces, supporting residents of all abilities.

Long-Term Resident Stability

Permanent affordability and supportive services mean families can put down roots — not move every lease.
