Governance

The Foundation stewards B.L.U.E. with community participation, documented authority, ethical review, and transparent change management.

Evidence safeguard: proposals, pilots, engineering-dependent systems, legal-review items, verified standards, and rejected claims remain visibly distinct.

Decision Rights

The board retains fiduciary authority. Delegated maintainers manage releases within approved policy. Resident and subject-matter councils advise on impacts and priorities.

Change Control

Material changes require an owner, rationale, evidence classification, impact assessment, review record, version number, effective date, and rollback plan.

Ethics & Conflicts

Disclose financial and personal conflicts, recuse when required, prohibit pay-to-influence outcomes, and document procurement and data-use decisions.

Community Voice

People affected by housing, service, and data decisions must have accessible ways to participate, appeal, and see how feedback changed the outcome.
