Adopt B.L.U.E. in controlled phases with clear gates rather than treating concepts as completed infrastructure.

Evidence safeguard: proposals, pilots, engineering-dependent systems, legal-review items, verified standards, and rejected claims remain visibly distinct.

1. Readiness

Confirm mission fit, authority, capacity, site conditions, legal duties, resident engagement, data governance, and funding assumptions.

2. Co-design & Pilot

Select a bounded module, define baseline and safeguards, involve affected residents, test in a reversible environment, and record decisions.

3. Validate & Operate

Require code, safety, accessibility, privacy, financial, and performance validation before scaling.

4. Measure & Replicate

Publish verified lessons, version the playbook, preserve local flexibility, and transfer training—not just files.
